Cisco 2620 - Cold shut down issues 2

Hi,
I have a Cisco 2620 that I am using to prepare for CCNA. I am quite new to the IOS. I recently set up user-exec and privileged-exec passwords. Sometimes I had to power off my router by switching it off. However, when I power it back on, it goes through its usual stuff and then asks me if I would like enter the initial configuration dialog box to which I say no. The next thing it should ask for after I press 'Enter', is for my login password, but it doesn't. Instead it shows me the following:

It then logs me straight into user-exec mode. If run the 'enable' command, it allows me straight in. I know there is something I am not doing right. Any help would be highly appreciated. Thank you.
 
type in show ver, then if the config register is set to 0x2142 that means that you are skipping the startup config.

change it to 2102
router#conf t
router#(config) config-reg 0x2102
router#wr
router#reload

Hello,

Check your configuration register using "show version" to make sure it is 0x2102.
