Cisco 2431 IAD FXS / Dialing when call is answered

I have a cisco 2431-16fxs configured to provide POTS off the fxs lines communicating with a soft switch via SIP. When a call is placed into the IAD and the phone is answered, the receiving party hears dtmf tone as if the phone is dialing out (sounds like a 10-digit number redial and then stops). The calling party doesn't hear the dialing. This happens on all 16-ports.

Appreciate any ideas. I've attached my config.

I figured out the problem. I removed "forward-digits all" from the dial-peer voice pots config.
