CICS 8x16 lines 5 though 8 not working

I have a CICS 8x16 7.0 were the first 4 lines are working fine. we added 3 new lines (31, 32, 33) and configured to ring/app on the phones, but when we punch the button there is a delay then service not available on the display and a fast busy.

The new lines have been tested by replacing one of the first 4 lines and they work.

Bet I am missing something very simple here.
 
It sounds like you might have restricted software. In maintenance can you go to port 116 in dn status. If not you have restricted software.
 
Do you have 2 trunk cards in the system? If you do check in maintenance and be sure that the card is enabled.
 
If a 8x16 was purchased (verified with invoice) wouldn't that mean that the system is not restricted? (although it would not be the first time a supplier shipped the wrong item).
 
There is only one trunk card in system. Do the second group of 4 lines need to be enabled or are they active by default?
 
It sounds like you have the s/w to have 8 lines, but you need the hardware (2nd trunk card) to make them work. Each trunk card gives you only 4 lines.
 
Crap... so each card on these systems is only good for 4 trunks? It is not possible that the one card in there can handle the 8 lines?
 
Thanks everyone... I will scavenge a second card and get those lines up.
