checkin/checkout

I have 2 people working on the same website. They are using the checkin and checkout function to access the files on our web server. One of the programmers checked a few files out, then later checked them back in. The other person then tried to check them out, but a message displayed that the files were still checked out by the first user. We looked at the files for a bit, not sure what is going on. We also noticed that there were question marks in the "checkout" area of some files. Does anyone know what could be going on?
 
are your files saved on a seperate server? For example:


Webmaster 1 -----------------------------------|
|------------------File Server-------------Web Server
Webmaster 2 -----------------------------------|

If so, could it be server lag? Or try just re-booting the file server, webserver and the two webmasters computers.

If that dosn't work i'm stumped.
