Checked out guest rooms want to make local calls

I am working on an Opt 11C/4.5/with hospitality.
My customer wants to be able to check out a guest but still allow them to make local calls. How do I program this? I've played with the CCRS prompt numerous times. When check out here's the result: SRE, TLD and CTD (fast busy all calls), UNR allows all calls. Am I in the right area? How do I accomplish this?

 
CDB has CCSA turned on. Is this what you mean?

No, check out doesn't physically change the NCOS. But it does follow the CCRS prompt--so if it's SRE then the checked out room's restricted to all types of calls, if it's UNR then it's allowed for all types of calls. I'm thinking there's a table 'or something' somewhere that over rides this..but I'm @ loss as to what. I'm pretty sure it's not the FCAS table.
 
Change the CCRS to TLD. Go to LD 19 and build a CRB. Allow whatever local NXXs you want the TLD cls to be able to dial. Should fix your issue. Most hospitality sites do default to SRE when room restriction is invoked by CCOS.
 
I did look this up and it referenced LD 19 but I couldn't get ld 19 to work, changing the CCRS to TLD had no effect (still fast busy all calls). However, I did get an FCR table in ld 49 to work. So...CCRS is TLD, and the guest can dial whatever I 'allow' in that table. I'm wondering-do you know--is this any problem? Or should I research the LD 19 solution more?
