You can submit the form to the same page after an onchange event in the checkbox field, then rebuild the page with the textarea field. This may look clunky since the page will reload.
You can use Javascript within the page with innerHTML, outerHTML, or insertAdjacentHTML() to write a new field after an onchange event. But this only works with IE.
