If I wanted set up two vlans on network, each to use a certain amount of bandwith of a private T1, how would it be done? Could I use the channel-group command and if so, what kind of WIC would be required? Any help would be appreciated.

I'm pretty sure you would need a network module. I think it would be a NW-1CT1.
 
not sure what your setup is, but you can always use custom queuing. 50% of bandwidth for vlan 1, 50% for vlan 2. can only do this if each vlan comes into the router on different interfaces
