changning from CTD to UNR in cls

Hello,

Had a user who couldnt dial an area code (1649 Turks and Caicos Islands). Added it as an NPA with identical settings and RLI as my other NPAs. Still couldnt dial out.
So i changed cls CTD to UNR. It works now, but am concerned what else is unrestricted?
Does this open up that phone completely? ie. it wont even look at the NPAS and dial anything now
What else does UNR unlock?

First post the TN of the phone and the RDB for the route that these calls are going out on.
 
before you did that, did you look at the FRL on the RLI for that NPA? Did you compare it to the phoneset NCOS?

Look in the features and services book under access restrictions it has a table showing the differences of these CLS.

Do all your NPA's use the same RLI?

Post the RLB that this NPA uses.

Post the TNB of he's phone.
