Changing the default exchange address folder

Currently, as a user starts a new email, they can choose any other user, group, or contact in the default Global Address List.
What I need to do, is change this setting to default to the All Users list.
This will (as the company owner suggests) stop his salesmen from choosing the wrong email reciepient.
I think this is just an ID-10-T error, but I need to do this. Any ideas? ...about how to do this on our exchange 2000 server? ... not about the owners request.
I thought it could be done through the "Exchange System manager". Thank-You all!
 
Any good LDAP script writers out there?

I would like to create new external address lists in exchange 2000 Global Address List.

How would I combine these two filters:
Contacts:
(&(&(& (mailnickname=*) (| (&(objectCategory=person)(objectClass=contact)) ))))

external email reciepients are in this grouping:
(&(&(&(& (mailnickname=*) (| (objectCategory=group)(objectCategory=publicFolder) )))(extensionAttribute1=External)))
