Is it possible to change terminal services from 'Remote Administration Mode' to 'Application Server Mode' under Windows 2000 Server? What implications can this have?

Yes you can. I don't remember exactly if there were any major issues. For most part you loose the ability to run any applications, and you may have to re-install any published apps when you switch back. It all depends on how much you have installed that rely on Terminal Services. I use Citrix and I have switched back and forth to fix some issues, and had no problems. You may want to do some more research based on that apps you have installed... because of that whole activation carp.

Yes, you can switch to App mode through the add/remove programs, windows components wizard. When you switch to app mode, you will probably get some warning messages about software that may not run correctly. If you are running office you will need to reinstall it using a special transform, see:
You will also need to enable a Licensing server, otherwise you only get a 90 day temporary license per user.
