Changing Root Forest

Hello everyone,

I have 2 different domains at 2 different locations that I would like to consolidate and have them both under 1 Root Forest.

location 1 has the following:
2 Windows 2003 servers
running AD and DNS
domain: location1.domain.local

location 2 has the following:
2 Windows 2003 servers
running AD and DNS
domain: location2.domain.local


What I would like to do:

setup a new windows 2003 server running AD and DNS
as the root forest with the domain: domain.local
and have location1.domain.local and location2.domain.local both as child domain so I can admin the resources and user accounts from just one locations (domain.local) for both locations.

What steps do I need to take to proceed.

I also forgot to mention that at each location there will be adminstrators. So I would like to have the user accounts from each location to replicate to the root forest this way if the administrator is not at location 1 or 2 then someone with access to the root forest can admin the user accounts.
