Changing PRI calling type from National to Unknown 2

AT&T is rejecting calls from us to one of their toll free numbers. We are sending the billing number so I do not get an unrecognized number error. Our carrier, Telepacific says they can see AT&T rejecting the call and asked if I could change the type from National to Unknown. I have tried every combination of s and si prefixes as well as no prefix and can see the number being sent is correct but it shows a type of National no matter which prefix I use. Can this be changed somewhere by using a prefix or no user code?

Both show National as the type.
 
NI2_CALLED_PARTY_TYPE=UNKNOWN enter that in no user source numbers and reboot :)

 
This is happening to us too. Verizon local and LD does not connect right away, getting busy signal. Then is works after a couple of tries.

I will add this to the no use and let you guys know next week.
