I'm new to the world of telecom systems, so I hope someone can help me out here.

A user would like to change their phone from a 2006 to a 2008, but she will retain her extension as well as her location. I know how to swap locations if the users are switching workstations, but not sure how you can simply switch a phone type. Any assistance would be much appreciated.

You need to OUT the old station (2006) and build a new 2008 station with the same extension.

Not sure I know how to build a new station. There's so many parameters. Could I use the cpy command?

Be carefull with the cpy command. You can get corruption i.e. when there are ACD features or huntgroup connections to this set.
