Changing permissions on "All Public Folders"

Is there a way to change the permissions on the "All Public Folders" directory in public folders? I want to specify users who create subfolders in this directory - not allow anyone to do so. Even if my user is part of the Exchange Admin group, I do not have the ability to edit the permissions on this specific folder.

Before you respond, I am aware it is possible to change the permissions on any subfolders of the "All Public Folders" directory. But I want to know how to change the permissions on the root.
