changing only 1 icon

Is it possible to change an icon to just one file, rather than changing the icon to all files with that same extention? Moreover, is it then possible to lock the new icon so that if I pass the file (via email, or IM), it stays as this new icon on my recipiant's computer?

You should create a shortcut to that file, then change the icon for the shortcut.
If you then distribute the shortcut, it will pick up the icon too .. IF it is a standard build in icon, otherwise you need to send te icon and it has to be in the same path as yours.

"Standard Build in incon"...what do you mean here?

I changed the icon of a shortcut to my file, but when I send it (email, IM), it shows up on thier screen as the normal icon, not mine?

Any idea what I should do?

With 'standard' I mean, the ones you can select if you click Change Icon. Those are held in file like moreicons.dll or such.
If you choose one of these, for a SHORTCUT, NOT the real app, then you can change the icon just for that one, and even share it.
But that only works if the icon is present in the same file, else, you will have to send the icon too.

The resource editor would only help an .exe file. For any file that windows creates an association, your icon choice would effect all files of that type.

You cannot change the icon for one file. You can as marcs41 noted change the icon for non-associated files, shortcuts and Folders.

But you then face the issue of how to transfer that file with the custom icon attached.

The problem, as described by aronzimmer, does not admit to a solution for associated files.
