I have a recycled 11c that I am using for a lab.

How do you go about changing the HLOC in LD 90?

I am trying to add HLOC 538 42 but keep getting ESN errors saying there is a conflict between the new HLOC and the NXX NPA.

Is there any way of adding this new HLOC with out having to reprogram all of the NARS/BARS data?

Thanks in advance!

Usually, the LOC codes are programmed under a different Access Code than your public dial plan.

For instance, I use AC1 - 9, for my PSTN calling, and AC2 - 8, for my private network calling.

This eliminates the chance that your LOC codes will conflict with existing routing codes.
