I've been trying to change the DBname all *^*)^(^ morning.
I've shutdown the DB
sqlplus as sysdba
startup mount
nid target=sys/oracle@tmparc DBNAME=ARC02 SETNAME=YES
AND I GET:

DBNEWID: Release 10.2.0.4.0 - Production on Thu Jan 29 11:30:09 2009
Copyright (c) 1982, 2007, Oracle. All rights reserved.
Connected to database TMPARC (DBID=1690874975)
NID-00121: Database should not be open
Change of database name failed during validation - database is intact.
DBNEWID - Completed with validation errors.
