I am new to adminstering AD we have a Ad with 15 servers in the domain. What I need to do is know what I can do so that when I make a change within the AD or the GPO to speed up how quickly that change is seen across the domain.

You can set the replication time between sites by going to the Active Directory Sites and Services MMC. Expand the site and the servers. Then left click on NTDS Settings. In the right pane, right click on the link and select properties. Click the button to change the schedule.

Servers in the same site replicate right away, and you can't adjust that.
