How can I change the time on the system. It not connect to a time server IP is 0.0.0.0.
 
If the time server is set to 0.0.0.0 the IP Office will be receiving time from the Voicemail sever, or Manager application upon reboot.

If you have a NTP server eg: A Windows 2000 domain controller you can set the IP address as this PC.

If you want to change the time, adjust the time on the VM server and reboot the IPO, or await the hourly update.

You also have the option of creating a with System Phone rights which allow a additional option on a 2030 or 2050 display which allows you to change the date and time on the fly

I have the same problem.

I have a IP Office 403 with 64xx Telefone.
I have a sandelone pc with NTP Server but the IP Office change the Time and Date not.

?????
