change theme issue IIS7

I have a control that changes the theme of my site depending on a drop down list selection. I recently moved my site to iis 7 and now the dropdown list will change the themes. My themes and styles are not applied unless i manually change them in the web.config. Oddly enough if i run my site from visual web developers casassini (I think it is still called that) the themes work and change just fine.
This leads me to believe it is something to do with IIS 7.
I thought i read something about url rewriter effecting this but i could not find anywhere on how to correct this.

could your try running this on a remote iis6 server to see if the results are reproducable? if this is specifically an iis7 issue try forum41.

i know it works in iis 6 that is where i had my site setup until yesterday
