Change the system time - GP conflict

I am using GP to set local settings on server.

In GP under Local Policies/User Rights Assignment I have the policy "Change the system time" set to Administrators only.

When I run GP Results Wizard and look up "Change the system time" it reads Administrators

When I log onto the server and run gpedit and check this setting it reads Administrators & Local Service

Can anyone explane how I can get rid of Local Service !!!!
 
I could be wrong, but I believe the Local Service is the Windows Time Service that allows the operating system clock to sync with your NTP server assigned. I guess if you really want to stop that and only use a manual way of updating the time on all of your clients, you could disable the service. If you are working in a domain, I would not recommend since workstation sync with a Domain Controller.
