Change the Clock

I would like to move the secondary clock source to the commercial E1(loop 24), we are using two T1s (loop 9 & 26) at the moment; what do I need to do, is it possible to have one T1 and one E1?

Unless loop 24 is define and configure on the PBX - you can't do this. Your CEQU shows that loop 24 is not part of the PBX environment.
 
Can I make it part of the PBX environment, if so, how?
Should I make it part of the PBX environement? Is there a reason that I shouldn't?

Loop 24 is part of the PBX environment. It's a 2.0 mb PRI, aka Euro PRI. We don't have those in the US and I have never set up clocking on one but it should be in the books.
