Change submit button to rollover using css

I need to change a submit button on a form to a rollover image in css. I know how to normally create a css rollover for links but can't get the button to work. It either just refuses to display the image or it only displays the first state and not the rollover (hover).

can anyone help,

Unforyunately this can't be used as a rollover for a submit button in a form. Works great for normal link rollovers but won't do anything in a form.

Pseudo classes will not work for inputs in IE, that is true. However, you can use javascript events in IE and use pseudo classes in other browsers... What is the thing that does not allow you to use the described technique for the submit button?
 
I have sorted it out with javascript. Why won't it let you do it with css? Maybe that will come at a leter time. Certainly useful to have.
