Change Published Time on Phones.

The phone takes it's time from the server it is registered to. If your phones change time in a failover situation then your publisher and subscriber time is not the same or they are not set on the same timezone.

I found out what was wrong ....
Daft really.
The time was correct on the publisher BUT.....
The time zone was set to -5hrs so when the phones registered to the publisher it actually took the time + 5hrs.
Must have been a slip on the install of the operating system.
