You would really need a CTI application to do that.
If you're needing to log them out you could always deacquire the phone!

Something like Genesys or Nortel's CCT. Basically it allows you to control the phone using a desktop application, also known as a softphone. Generally the agents login via the softphone.
Most offerings have ready built 'commands' to do the standard telephony tasks and you build your application using these building blocks.
Alternatively, you could build an application that allows you to take control of a phone and make it go ready without the agent being able to stop you.
