Change Domain password without VPN somehow? (other than outlook)

Is there a way, either through 3rd party app or some other mechanism to have remote users change their expired passwords when needed, offsite.

They could do so via Outlook if using the http protocol.. but I'm looking for some other way, other than using VPN...

You will need some connectivity to your DC to do this. There are a million ways to change your password, but either the person's machine needs to be able to access the DC OR a server running a service to change passwords needs to be able to access the DC while having a front-end available to the client (ie Web browser).
