Certificate Expiry Message not appearing

Hi

I'm having a slight problem with a group of users certificates expiring. They claim that they are not receiving the expiry message prior to the certifate expiring.
Apparently 4 users have expired without the message and the department area are getting jumpy that it will affect the entire department.
I've looked into it but can't find any reason why they are having this problem - the 4users are under various certifiers so it can't be a problem with one OU certifier. Nor do I think its a problem with Organisation certifier as this would affect all of our users.
As far as I was aware the expiry date is held on the ID, so when a user logs on, the ID is checked for the expiry date and if applicable the expiry message pops up.

Anyone get any ideas what it could be ?
 
I've never seen this before. most of the people here just smile and say Oh when I ask them about the warning message. so what i've done is just check the cert log every couple of weeks and recertify the person doc before it comes due. I've only got about 200 users so it's not that much trouble.

Unfortunately we have roughly 10,000 users and to recertify before expiry, without the user contacting us, is against our "security policy".
I even given the department step by step instructions on how to monitor their expiry dates and how to contact us but some people are just never happy!
