Certificate errors

I'm running IE8 on windows server 2003 just as a test machine, but whenever I try to browse the internet or log into a secure site I get a constant "certifcate error navigation blocked" window which is not only annoying but it seems to disable the features of the site I am trying to use. I wish to disable this security warning completely, but no matter what I do it will not go away. Here's what I have tried so far:

1. disable windows enhanced security
2. gone into browser Tools>Internet Options>Advanced and disabled "check for publishers/server certificate revocation" and disabled "warn about certificat mismatch" I've shut down and started the browser, and fiddled with several of the other security settings

Is it possible to shut of certificate checking? I have a feeling it is not a browser setting b/c I get the same certificate error message in other browsers I have intalled, for example google chrome
 
1. Tools>Internet Options>Advanced->reset settings
2. check date-time

nope. unfortunately, not it. Had tried that before and just tried it again, but no dice. What is "check datetime"
 
make sure the date and time is correct
