Certain outgoing numbers give "NUMBER BUSY"

Our system is running off of avaya ip office 500 v2 . Dialing certain numbers always result in a "NUMBER BUSY" tone. I've ruled out area code being the trigger but I'm at a loss of how to troubleshoot this issue.
 
What type of lines do you have?
Dial out Shortcode? ie. 9XXXXXXXXXX (10x) or 9XXXXXXXXX (9x).
Does it happen to phone numbers with the same leading digits in the area code? IE 820 and 831.

I don't believe the area code is where the issue is. For instance, we get this issue with some but not all number with an area code of 901 or any other area code. It must have something to do with the remaining digits.
 
What type of lines? Are they analog? PRI? Is there any congestion on the trunks in system status? IE Failed inbound or outbound call attempts?
 
PRI. I will have to check next time I'm at the terminal. I will update asap
 
I think I would try 9N; This will dial any number of digits and the ; at the end will make the system wait to make sure you have dialed the whole number. Almost sounds like the the system is sending the call before the number is complete.

I know our system is already set to use 9N
 
But is it 9n; ??? And what is the purpose of defining long distance seperatly? A different ARS? Otherwise you are down to doing a monitor trace, which is where I would have started in the first place.

I came in behind someone who rigged alot of stuff up I was told and I've been learning the system as I go, making sure I don't mess with stuff I don't understand. Apparently I did something unintentional at some point. I'll review what you recommended checking and post screens as soon as I can.
