Centralized VM Ports

I have a 5 site SCN running R11.04 with VMPro

Site A has 2 PRI's and has the Preferred Edition and 18 voicemail ports and 24 voice networking licenses
Site B has 24 voice networking licenses
Site C-E all have 8 voice networking licenses and no issues, they're small

I got an alarm today from site B showing voicemail congestion but no such alarms from site A. How is this possible. Sites B-E all show 4 ports of vm, and I understand this is standard and I have verified that I can use more than 4 at the remote locations during testing. So why am I getting congestion alarms? There's plenty of voice networking licenses and it seems plenty of voicemail channels.
