CDR report error

one of my customer met the problem with CDR report, detail information appended below,

system M1 OPT 11C
Release 4.5

DCH message indicated that calls were connected,
DCH 10 UIPE_IMSG CC_SETUP_CONF REF 00000583 CH 1 14 TOD 12:44:48 CK 125C2478
PROGRESS: TERMINATING END IS NOT ISDN
CONNECT #:2158385980 NUM PLAN: E164 TON: NATL

DCH 10 UIPE_IMSG CC_SETUP_CONF REF 00000585 CH 1 11 TOD 12:46:46 CK 125FB56C
PROGRESS: TERMINATING END IS NOT ISDN
CONNECT #:2164364124 NUM PLAN: E164 TON: NATL

while CDR report output as below,
N 062 00 A001014 83037 11/08 12:44 00:00:42 A
& 0000 0000

N 064 00 A001011 83019 11/08 12:46 00:00:44 A
& 0000 0000

the problem is the CDR report can not output the called party numbers...

help...

It maybe your format is on 'Old' instead of 'New' in CDR Data (CDB)

actually what happens is that most of time, CDR report works normally, but sometimes it doesn't, just like the log I appended above. The called party number can't be displayed so that my call billing system can't charge the caller properly.
