CD Rom not working

I have a Dell Inspiron 4000 laptop with an exchangeable cdrom/floppy. When I put the floppy drive in, it works fine. When I put the CD Drive in, the laptop recognizes that the CDROM is in, but will not read the disks or even attempt to spin the drive. I have tried replacing the drive thinking it was a faulty drive, but it still does not work. The message I get is "Please insert a disk into drive D:". The laptop is running Windows ME (Ugh!, that is another issue). Any suggestions? Thanks.
 
unfortunately this bios does not have the option. The BIOS auto detects the modular bay by default to see if I have a floppy or CDROM installed. The system recognizes that there is a device there, it just doesn't always recognize that there is a disk in the drive.
