CCM and SQL on separate servers

We have a customer with existing instance of CCM, DNA and SQL running on the same server. Now the server is running badly and the customer wants to build a new server for CCM and DNA and use an already existing SQL server in the same domain.

The first part of the migration is to install CCM on the new server, followed by DNA in few weeks.

We have installed Ifor and Broker service. When trying to install the CCM Server software we run through the setup process as usual. We point the setup to the local machine name for the Broker registration. Point setup to the SQL server name and use the correct SA password (we have tested the connection by putting in a bad password and it fails as expected) the setup then continues through database sizeing information and NIU/ICU setup.

The part where setup says it has all information and will begin installing is where the failure happens. The message comes up saying "Creating CCM Databases" and then a Fatal Error message appears saying the database could not be created.

We tried this several times, all with Domain Admin and it did not work. We installed a local copy of SQL on the new server and it installs fine. We remove it all and try again on the remote server and it keeps failing.
