The Reporter needs a Crystal Reporter plugin which may not be installed correctly.
Erase all Inetrnet Explorer history files and cookies, enable popups and accept cookies and try again.
If it then still fials check if all neccessey components of IIS are installed on the server and/or do a repair on the CCC installation without creating a new database.
I have seen this one many times. Make sure the reporter service is running. Also, make sure MSDESQL is running, because reporter pulls the information from it.
