Cause Code #21 Call Rejected given to Carrier instead of Cause Code #17 User Busy

I have an Opt 11C Rls 3, NI2 PRI. When an analog or digital extension does not hunt, instead of the D-channel returning a cause code #17 User busy back to the Carrier, the PBX D-channel sends Cause Code #21, Call Rejected, therefore the Carrier plays a recording indicating that "the number you have called is not in service". I know that all the patches are not up to date, however I cannot find a patch for Rls 3 SSC that references this issue. The customer doesn't want to go to voice mail although I suggested a work around of an Announcement Service to let them know all agents were unavailable, call back later, but they would rather have a standard busy signal.

I just played around with this on my switch--------------------no hunt and off hook---user busy #17
I changed the class of service to FBA-------------------now I get the cause 21 and go to intercept.
Check and make sure you don't have FBA in the CLS.

I wasn't confident about FBA vs FBD because I built ports NEW and didnt put in FBA.
I went and checked anyway. FBD is in the CLS.
