how think their is a feature that can store the catalog information on the tape and in a database. Thus improving the speed of the catalog. right know I have to right click on the tape and catalog and that can take 4-6 hours for one tape. If this is possible how can I set it up? I want to have the catalog info on both the tape and the database, just in case something happens to the database I can fall back to the tape.

The catalog information for backup exec is not stored in a database. There is a directory called "catalogs". This is where the catalog information is already stored. This can be moved between servers if you need to go to another media server to restore from saving you the time it would take to recatalog the tape

OK, then I assume that I don't have that feature turned on because when I put a backup tape I have to right click on the media to inventory , catalog then restore. How can I tell if this feature is turn on? crazy question because maybe it's turned on by default. If so then how can I get a list of tapes /dates that are catalog?

Have a look at By default, when you run a backup job, the catlog is stored on the BE media server, and the backup media.
You should only need to catalog media if:

It's a backup that has been created on another system.
The backup is old and the catalog information has been pruned from the disk-based catalog.
