What BC release are u using?
If u r using BC8 and if I remember correctly,there was a fault in OPI II consoles that caused one way speech on operator.firstly it was corrected by a patch and later a new Eprom for the console was released.
But this had notting to do with the number of operators.(I thought this might help,or may be not?)
Experience it, there is no substitute.

There is also a problem with the old ELU-5
If having two or more opi on one board its buffers can
get stucked.This is due to the rather large signalling
for opi's .
I found that it's always a good idea to spread the
operators on different cards ,even the newer ones .
For the safety also (one board can die without affecting
many operators)
Even if the maximum is 10 operators you have to carefully look at the traffic capacity. Normaly I would say that it's not wise to have more than 4-6 operators in each lim.
