can't use voicecall button for some intercom calls on Operator console 1

I have 3 consoles on a version 1 rel 12 MICS.

From console 1 to console 2 the receptionist can answer an outside line press the voice call button and announce or drop the caller on console 2 (I don't ask why...).

Samer scenario from console 1 to console 3 doesn't work... BUT using the transfer button in place of the Voice Call button for internal calls works every time.

Of course the attendant at console 1 believes that they should be able to use the voice call button for all transfers and I can't explain why it works in one case an not the other. SO, of course the system is Broken!

Any ideas why?

Make sure that voice call deny is off for all phones. The feature code should be listed on the card under the handset.
