Can't use HD full Capacity

I have a 13gig HD. I can only fill it upto about 7gig before I get a disk full message. When I check the drive under the Windows properties, it says I have 4gig of free space.

I'm running Win 98. I though it might be a virus but when O scan with Norton, everything checks out fine. Is this a virus, or is it something else?
 
Run scandisk in DOS mode, press F8 before it goes into windows, it is very common for windows scandisk to say all is ok, but when you run the DOS version it will say something like "Freespace is being incorrectly reported", choose to fix the problem.

Two things: cluster size and file slack.

If you have large cluster sizes, the files take up more space becasue of the unuseable cluster space at the end of the cluster (file slack).

You could use a program to make the cluster size smaller and thus have less wasted space. This would give you more free space.
 
I ran the scandisk in Dos as johnodq suggested and that fix the problem of windows not seeing the correct amount of free space. When I ran the scandisk it found 5 or 6 file and fixed them when it scaned the directories, then when it scaned the files it stopped several time to run a scan for crossedlinked file and/or clusters. Should I worry about these cluters and crosslinks?
 
It sounds like you have lost some data, recovery of these files might be possible, but it's unlikely. As long as they are not critical system files or some important personal file/s I wouldn't worry about them.

Make sure you backup all your personal files on a regular basis, that way if your system should become corrupted you will not lose anything of importance.

DID YOU CHECK FDISK CHECK PARTISTIONS TO SEE IF YOU ARE RUNNING AT 100% YOU MAY NOT HAVE SET THE PARTITION ACTIVE
 
PICKER50, an operating system will not even load if the partition is not set as active.

Are you using a FAT 16 or FAT 32 file system? Is the volume compressed?
