Cant uninstall programs after windows 98 to 2000 upgrade

I upgraded my computer from windows 98 to windows 2000. that had several programs like quicken and norton anti virus 2003 installed in windows 98. After doing the upgrade to windows 2000, these programs ran however they had a lot of problems. I have the original disks, so I tried to uninstall the programs, however during the uninstall it says it cant find the programs. So now I cant uninstall quicken or norton, and i cant install over them because it says they are already installed. Does anyone know how I can uninstall these programs completey?
