Can't transfer 1

This seems to be a basic thing. But I am not able to transfer a call to an external number. We do not have POTs lines, so I know it's not a trunk-to-trunk option to allow.

Here is what I have and what it's doing.

IPO v2 8.0 (46) using both Megapath and FLowroute as our SIP provider.

What I have done:

I was trying to setup up a user with an unconditional forward (after hour calling) and that was not working, so I called, from one extension to another and tried to transfer that call to an outside number. I have the call connected then I hit transfer but once I hit "9" the system tells me to screw myself (Number Busy).

I have this set up at many locations but this one seems to be killing me. Any thoughts or suggestions?

Inhibit off switch transfer is on by default now, regardless of line type :)
