Cant transfer calls to another extension on another PBX

Hello friends,
greeting to you all.
I need your assistance and will describe the problem briefly.
I have two sites, A and B

Site-A extensions are 1XX while site-B extensions are 2XX

I have a KX-TD1232 on site A. KX-HTS32 is connected to KX-TD1232 (4 extensions from KX-HTS32 are plugged into 4 analog trunk ports of the KX-TD1232 likewise, 4 extensions from the 1232 are plugged into the analog trunk ports of the KX-HTS32. The two units are physically at the same site and communicate well.
At site B about 5KM away there is a 24Port FXS Analog Telephone adaptor registered to the KX-HTS32 to provide 20 Analog extensions at site B. The two two sites communicate well end to end without any problem as long as you are calling extensions from either side.POTs Lines are only connected to the KX-TD1232 from a local Telco
My problem is call transfers between the two sites don't work. What could i be missing. When a call comes through the POTS line, its received, the caller put on hold then operator press transfer -> Press 9 -> gets dialtone -> and dials extension 2XX where to transfer the call. Transfers within the KX-TD1232 works but transfer to KX-HTS32 do not work


 
don't hold and make sure transfer to co is enabled without cpc the lines may get locked up
