Can't transfer call to an offsite location

Hello all. I am in charge of maintaining a Definity G3csiV9 for a firm in Bulgaria.
Below is a summary of the current situation:
- trunk group 1 is of type CO and has around 8 group members (trunks)
- the incoming destination of trunk group is vdn 201
- vdn 201 uses vector 1
- below is shown vector 1

01 goto step 9 if time-of-day is fri 17:01 to mon 08:01
02 goto step 9 if time-of-day is all 17:01 to all 08:00
03 goto step 8 if time-of-day is all 08:00 to all 17:00

08 route-to number 650 with cov y if unconditionally
09 route-to number 211 with cov y if unconditionally

Up until now the station number 650 from the vector above was answered by a lady from the firm. Unfortunately she was recently laid off.
The firm has an existing call center in another location in the town (offsite). The wish of the manager of the firm is when someone calls to trunk group 1, the call to be transferred offsite to that call center in all cases.
To accomplish this I have tried:

1. Rewrote vector 1 as shown below:

01 announcement 779
02 route-to number 08463290 with cov y if unconditionally

The result of the above change is that I hear the announcement and after that the call isn't transferred. I hear just a noise from the line. Tried with and without leading 0 for trunk access.

2. Tried using remote call coverage. First I changed the trunk group incoming destination to be the regular station 650. I set up a coverage path, that always redirects to a remote location as shown below:

The remote location is set at the remote call coverage table at position 01. Tried with and without leading 0 for trunk access. The result is the same - the call doesn't transfer offsite to the call center.

The Trunk-to-Trunk Transfer is set to all in the system-parameters features page. Below is shown the COS page:

Make sure the VDN has a COR that has an FRL that allows outbound calling to that number.
