Can't swap 408 GS/LS with 408 GS/LS-MLX why?

I’m trying to replace a 408 GS/LS in slot 2 with a 408 GS/LS-MLX. This system has two cabinets with the following configuration:

Slot # 0: CKE4 CPU (Legend 7 ver 10) now Release 7 ver 14.2
Slot # 1: 008 MLX
Slot # 2: 408 GS/LS
Slot # 3: 400 GS/LS/TTR
Slot # 4: 100D
Slot # 5: 012
Slot # 6: 012
Slot # 7: 012
Slot # 8: 408 GS/LS-MLX
Slot # 9: 008 MLX-U
Slot # 10: 800 NI-BRI
Slot # 11: 012
Slot # 12: Not Used
Slot # 13: Not Used
Slot # 14: Not Used
Slot # 15: Not Used
Slot # 16: Not Used
Slot # 17: Not Used

I have shut down/unplug both power supplies, replaced the 408 GS/LS with the 408 GS/LS MLX and cold started the unit. At startup the system pretty much works but I know I need to do a board renumber. When I do the renumber I loose my ability to dial long distance. All I get is a local line. I’ve checked the ARS configuration and nothing has changed. Attempting to restore my previous configuration results in the following error: ‘Restore is cancelled. Board mismatch between control unit and file’ which makes complete sense. I was told that this was as simple as removing the GS/LS and installing the GS/LS-MLX. I’ve tried three different 408 GS/LS-MLX cards, replaced the power supplies on both cabinets and last night I replaced the Processor with a Legend Release 7 version 14.2. No matter what I do I lose long distance. Has anyone ever experienced something like this? Any suggestions would be appreciated. Keep in mind that I don’t have the expertise to reprogram the unit from scratch! Thanks in advance.
 
Forgot to mention... Slot #11 is Merlin Mail which inventories as a 012 for some reason. Thanks again,
 
wswhite, try checking the pools that are assigned to your toll tables (both default and any additional ones that may have been programmed). Verify that there are no trunks in them that don't belong and those that do are still there.
 
franke, thanks for the input. I'm not sure I know how to verify this information. Can you elaborate?
 
When you dialed out long didtance, was there an authorization code you need to dial to get out, or was it as simple as dial 9 + number?
 
Thanks for the reply. No authorization code required. My latest attempt was to remove the 008 MLX card in slot 1 and place the 408 gs/ls mlx card there which didn't work either.
 
Swap the new with the identical one in slot 8 and see if it works. You may have an OBF (out of box failure).
 
I've tried that too. As a matter fact the new card is currently in the system. I think I'm giving up on this because I really don't know enough about it. For whatever reason, two 408 gs/ls mlx will not work with my current configuration. This all started in an effort to use more MLX phones and dump the BIS' Any recommendations on what I should be looking for if I decide to start over and have the thing reprogrammed? Should stay with Legend 7 ver 14.2 or go to a Magix processor?
 
Wont work because your 408 gs/ls is an ATL board, not an MLX board. You cannot just add it, as, you would have to do a board renumber and that would through all your extensions out of wack due to the MFM or Adjunct extension numbers on the MLX board.

Better off putting it at the end of the system.
