Can't start Outlook XP

I am running Win XP Pro. I installed Office XP SP2 but when I try to start Outlook I get an error message telling me I have to have IE 4.0 installed. I am running IE6 with all patches. I have checked security settings and changed all to default but still no luck. The rest of Office XP runs fine. Anyone know what is going on?

if it weren't for flashbacks I'd have no memory at all
 
Outlook express is installed and runs well. It seems as though Outlook is not "seeing it" for some reason. In any event I upgraded to Outlook 2003 and it works fine.
