Had this problem at a client site yesterday. Since we were hurrying to solve a separate problem that had client's machine down, I did not have time to look in detail.
Machine is on a domain and user account comes from domain. Domain user account has local Administrator permissions. However when you open the display properties page to set resolution and so forth, there is no 'Settings' tab. It is simply not there, so you can't make any display adjustments.
However if you log on to machine as local Administrator, the settings tab is there and it functions. Any settings you change as Administrator are persistant when you log back in using Domain account.
Tried a new driver for ATI card and Iiyama monitor, with no luck. Had a quick peek in BIOS, but found nothing likely. Any insights would be welcome!
