Can't send to recipient in Excel

I have a spreadsheet open in excel. When I click, send to Mail recipient (not as attachment) I get the following error: "Exel could not start the memail program. Check your network connection." It works if I send the file as an attachment. I just upgraded my Outlook to Outlook 2003. I'm sure it has something to do with this, b/c it worked before the upgrade. How can I fix this problem?

Make sure when you go to Internet Explorer, Tools>Internet Options> Programs, that Outlook 2003 is noted as your default email program. It may be looking for your old program.

The only outlook option it gives me is Microsoft Outlook. It doesn't have 2003 listed.
