I am trying to set up a website using apache for the web server, i have a free dns server. The page i have put up works fine for me on the network but no one else can see it, does anyone know how i can fix this?
Well there's xp's built-in firwall in addition to any other you may have installed. Are you using a router? Another possibility is that your ISP is blocking port 80, which some do to prevent home users from running webservers.
Its working now thankfully, Does anyone know how to link the dns server to the ip address for the server or do i have to get the domain people to do that for me. Sorry for all of these newbish questions.
Whoever controls your DNS record for the domain name will have to do that.

And it appears to be you. Does the registrar where you purchased the domain name control the dns server and you're trying to run another? Here's some good info:
get an account and get a dns-entry like mydns.dyndns.org (for free).
after that download one of the tools available on the
dyndns.org-page. this tool will provide the dyndns.org-
database with your local ip-address or your router's
address.
your webserver now has the address: mydns.dyndns.org
