can't see resources exchange 2003 outlook 2003

Hi all,
I'm a newB at this and a junior tech so be kind please...
I'm running exchange 2003 and outlook 2003. I've been trying to set up booking resources and meetings but have run into some issues. When I book a meeting or an appointment and book a resource with it, I can see the resource as booked, but know one else can. The resource doesn't show up as booked and someone else can double book it. I've gone over the step by step set up for this and everything seems correct but still the same
I'm hoping someone can advise me!

This is permissions. The resource booking FAQ needs revisiting as you've missed that. Also the auto reply I think.

And invite it as a “Resource” not as an attendee.
