Can't Repair Windows 2000 OS - Need Help

I have recently uninstalled some programs that have fouled up my MS Windows 2000 OS. When I go to the CONTROL PANEL, the window doesn't open up correctly. Only shows a row of the icons in the folder and when you maximize the window, the second row of icons is only half shown. It is wierd.

When you click on the ADD OR REMOVE PROGRAMS icon, it has a little text at the top, but no options are given. I've never had this problem before.

Is there a way to FIX this problem? I've done a REPAIR at reboot with the Windows 2000 disk, but it hasn't corrected this problem.

Can you reinstall the OS on top of itself instead of REPAIR? Would it help? Any other suggestions?

Thanks everyone. After reading your replies, I reinstalled my Internet Explorer 6 program and it seems to have fixed all my troubles.

I know it can be an elusive issue to repair.
 
Use the native Netsh.exe utility.

You do a netsh "dump", and use the fact that this is a command line utility to do a "restore" :
This is perfectly batchable, so that you create once a "dump" at each setting, and use the command line to netsh "restore" the site settings.

If your notebook travels to slightly fancier settings, I have used the following third-party tools with success:
